    HARTFORD – The state legislature created a not-for-profit captive insurance company to help homeowners repair or replace crumbling concrete foundations stated Rep. Kurt Vail (R-Stafford). On November 28, House Republican Minority Leader, Themis Klarides, officially appointed Vail to the Board of Directors that will serve as an oversight committee to the newly formed captive insurance company.

    “The state established the captive insurance framework with the intent to help residents remedy their individual foundation issues,” said Vail. “I have been working with homeowners and have been steadfast in my approach to helping those who are affected by this issue to receive the resources necessary to make the correct repair to their homes. It is an honor to serve on the board of directors, there is much more to be done on this issue and I look forward to contributing to the overall solution.”

    According to Vail, the board is comprised of members of each of the four legislative caucuses. Additionally, there are two seats on the board for affected homeowners, as well as representation from the municipalities, insurers, and from the banking industry. The membership of the board will fulfill their duties on a volunteer basis and the board will serve as an advisement committee to the captive insurance company for the entirety of its operation.

    Vail went on to mention that as the rest of the board’s appointments are finalized he will continue to provide updates to the residents of Somers and Stafford, as he has done throughout the process to date, regarding the actions and progress of the captive insurer.
