Public Invited to Virtual Informational Meeting Regarding the Route 140 Geometry Improvements in Ellington and Tolland

The Connecticut Department of Transportation (CTDOT) will conduct a Virtual Public Information Meeting concerning the Route 140 Geometry Improvements on Tuesday, December 6, 2022 at 7 p.m. The meeting will take place on Zoom and registration is required. A Question and Answer (Q&A) session will immediately follow the presentation. The presentation will be recorded. The Virtual Public Information Meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project.

The purpose of the project is to improve the substandard roadway geometry along the section of Crystal Lake Road (Route 140) between Laurel Road and Teaberry Ridge Road. The project is needed to address the multiple sharp curves, including consecutive reverse curves, as well as unsafe sight distances at the intersecting roads.

The proposed improvements include increasing the radius of the curves and realigning this section of Route 140 to improve sight distances. The proposed improvements will realign Pinnacle Road to create a traditional “T” type intersection. Additionally, several embankments will be excavated to aid in improving sightlines.

Modifications to the existing roadside safety and drainage systems will be included in the project to accommodate the proposed changes. The realignment of the roadway will require the relocation of utility poles in the area.

There are right-of-way impacts associated with the proposed improvements, including several slope easements, a defined sightline easement, and a full acquisition of a property to increase intersection sight distances for vehicles turning onto Crystal Lake Road (Route 140) from Hopkins Road and Pinnacle Road. The acquisition and easements affect property only.

Construction is anticipated to begin in spring 2025 based on the availability of funding, acquisition of rights of way, and approval of permit(s). The estimated construction cost for this project is approximately $6.7 million. This project is anticipated to be undertaken with eighty percent (80%) Federal funds and twenty percent (20%) State funds.The project is identified as State Project No. 0047-0122.

This meeting will also be livestreamed on the CTDOT YouTube Channel and no registration is required. Non-English language closed captioning will be available on Zoom and YouTube. The recording will also be posted immediately following the meeting in the list of CTDOT virtual public meetings at portal.ct.gov/ctdotVPIMarchive.

Guiderail Upgrade Project on Route 320 in Willington

The Connecticut Department of Transportation is announcing that guiderail upgrades will be performed on Route 320 in the town of Willington.

This work is scheduled to begin on Monday, November 21, 2022, to Monday, December 19, 2022.

 NO work will be performed Thursday, November 24, 2022 from 6:00 a.m. to Monday, November 29, 2022, 8:00 a.m. in observance of the Thanksgiving Holiday.

LANE CLOSURE INFO:

Motorists can expect lane closures on Route 320 in Willington. Traffic control personnel and signing patterns will be utilized to guide motorists through the work zone. The regular work schedule  is 9:00 a.m. to 3:00 p.m. Monday through Friday.

Motorists should be aware that modifications or extensions to this schedule may become necessary due to weather delays or other unforeseen conditions. Motorists are advised to maintain a safe speed when driving in this vicinity. No work will be performed around any scheduled holidays.
