New Laws Effective October 1st

I just wanted you to know that several new laws will take effect on Sunday, October 1st, that could have an impact on you, your business, or our community. I highlighted some of them below. An expanded list of those that will take effect, along with summaries, can be accessed here.

Some of the new laws include:

AN ACT CONCERNING FINANCIAL EXPLOITATION OF SENIOR CITIZENS

Public Act 23-161 expands on Connecticut’s records and financial reports law to address financial exploitation against eligible adults. Qualified designated persons may disclose to the Social Services and Banking commissioners when there’s reasonable cause to suspect financial exploitation or attempted exploitation of a senior citizen. A temporary hold would also be allowed on a disbursement of funds in these cases, with notice to all account holders. The law includes a process to petition such a hold.

AN ACT ADDRESSING GUN VIOLENCE

Public Act 23-53, among other things, bans the “open carry” of a firearm except under specific circumstances, which include being on your own property, in your own home or place of business, or with the express permission of the property owner. Exemptions are made for law enforcement, and certain security guards or bail enforcement agents.

AN ACT CONCERNING FIREARMS AND STREET TAKEOVERS

Public Act 23-203, among other things, provides for a brief registration period for certain large capacity magazines lawfully possessed prior to 2014 but not previously registered with the state.

The law also makes it a crime for people — even bystanders — to post information on social media in advance of so-called street takeovers in which dozens or hundreds of motor vehicles descend on a designated neighborhood, clogging traffic, speeding and performing dangerous stunts. It also expands the definition of a street takeover by including the “intent to cause disorder or create a nuisance.”
