    To the Editor,

    We returned to the Capitol for a Special Session to make a budget adjustment to the Medicare Savings Program (MSP). As members of the General Assembly we realized the importance of addressing this issue and petitioned the Secretary of the State in order to convene. The previously announced changes to MSP have been rescinded through the end of the fiscal year. This is good news for the many people in our towns that depend on this assistance.

    MSP is a program that helps seniors and those with disabilities pay for prescription drugs, Medicare co-insurance, deductibles, and premiums. Connecticut’s income thresholds to qualify for MSP are one of the most generous in the country and in the dire financial situation we face, the initial adjustment was intended to stretch our resources and match our limits to the federal threshold. However, this change affected many seniors and those living with disabilities and the timing provided insufficient notice of the change.

    While the governor maintains the right to veto any legislation, it passed in the House and Senate with veto proof majorities. While the state’s critical finances continue to put pressure on all state funding, this is a positive step in the right direction.

    Democracy works best when many voices are heard. Countless folks reached out to my colleagues and I on both sides of the aisle about this program and even offered suggestions. It is my sincere hope the momentum to remedy this particular funding issue will carry over to the regular session.
