From the Desk of State Representative Christie Carpino: A State Capitol Update After One Month

A State Capitol Update After One Month
From the Desk of State Representative Christie Carpino
We started the 2025 legislative session on January 8th and since then, committees have been raising, drafting, and hearing different bill proposals on a myriad of subject matters.
Governor Lamont unveiled his State Budget Proposal and now it will go through the legislative process. Public Hearings will be held on state agency budgets, changes will be made, and in the spring before the session adjourns in June, the full General Assembly (House and Senate) will vote on a new two-year state budget.
This session, I submitted bill proposals to improve public health and safety and look to make our state more affordable for residents. I want to highlight a few proposals.
Residents shared concerns about living in communities without AEDs. My proposal would require an Automated External Defibrillator in senior living facilities. An AED on campus is a simple addition that will make a critical difference for anyone suffering a cardiac emergency.
I submitted another proposal that would criminalize the nonconsensual creation and dissemination of “deep fake” pornography. The implications of an AI-generated image of a pornographic image of your likeness can ruin a life and destroy a career.
I also submitted proposals to increase public safety by increasing penalties for street takeovers and swatting. Large-scale events where people block off public roads to perform illegal street races or dangerous stunts, and swatting at schools or places of worship, making hoax emergency calls to an emergency service, are dangerous. Individuals that engage in these activities against the community need to be held responsible for crimes.
The issue of affordability is on everyone’s mind. I proposed a bill to establish a $1,000 child and dependent tax credit. Energy prices are a complex issue with no easy solution that will continue to be an important conversation this session. Various proposals are being discussed by many. A personal proposal I submitted surrounds future public benefit charges being moved away from consumers and into the general fund.
A lot will happen between now and midnight on June 4th. To track specific legislation, go to www.cga.ct.gov and you can watch committee action at https://ct-n.com/.
