MIDDLETOWN — Rep. Christie Carpino met with Mayor Sebastian Giuliano and council members at City Hall earlier today to discuss a variety of legislative issues and how the affect the city, particularly the budget proposal from Gov. Dannel Malloy. Giuliano contends Middletown would be among the municipalities hardest hit by the governor’s proposed budget, which cuts the city’s payment in lieu of taxes (PILOT) money. For her part, Carpino has been critical of Malloy’s “shared sacrifice” plan because it includes significant middle class tax hikes yet spends even more money than ever. Local and state officials at the meeting also discussed Middletown’s effort to join the Mattabassett District — a multi-town body that shares control and use of a wastewater treatment plant in Cromwell. Carpino said she will support a piece of procedural legislation that will help Middletown join the district.
