Carpino Champions Protection for those in Recovery

HARTFORD – State Representative Christie Carpino (Cromwell/Portland) championed legislation that will assist residents struggling with substance addiction. The bill will provide additional protections to those needing a safe place to live while on the road to recovery. It implements a voluntary database for sober homes that have been certified by the National Alliance for Recovery Residences (NARR).

“This legislation is intended to help those who are trying to beat addiction. Recovery is a long process and safe sober homes are an important part of that journey,” said Rep. Carpino. “Addiction knows no boundaries and residents in every corner of the state are victims of this disease.”

According to Carpino, there are many misconceptions about sober homes. Carpino has spent time over the past year speaking to residents that have personal experiences with sober homes, as well as sober home operators, to better understand the concerns surrounding unsafe homes. This legislation prevents sober homes from misrepresenting themselves and taking advantage of patients in recovery.

The legislation provides for a voluntary certification by a national organization to increase the quality of the homes. Additionally, it calls for opioid antagonists to be kept at homes in the event that they are needed.

“The bill is a bipartisan effort to increase protections for those seeking a legitimate facility,” explained Carpino.

The legislation was passed by the House with a final vote tally of 148-1 and now goes to the Senate for its action.
