Public Information Meeting – Bridge No.06851, Route 44 over Olson’s Brook in Coventry, Connecticut

Location: Coventry Town Hall Annex, 1712 Main Street, Coventry, Connecticut 06238 6:30 PM

The Department of Transportation (Department) will conduct a Public Information Meeting concerning the proposed replacement of Bridge No. 06851, Route 44 over Olson’s Brook in the town of Coventry, Connecticut.

The purpose of the project is to replace the existing metal arch pipe with a 10-foot by 6-foot precast concrete box culvert. The structure would remain along the same alignment as the existing pipe, and the existing roadway profile will remain unchanged. The invert of the culvert will be buried with 1 foot of natural streambed material to provide a natural channel bottom throughout the structure. The existing headwalls and wingwalls will be replaced and riprap would be installed along all disturbed slopes. The existing guiderail within the project limits will also be replaced.

Construction would be performed in 2 stages with a pre-stage. The pre-stage would involve overbuilding Route 44 along the north side so that traffic may be adequately shifted during Stage 1. Stage 1 would consist of installing the culvert, with a slight overbuild, along the south side of Route 44, and Stage 2 would consist of shifting traffic to the south while the remaining portion of the culvert is constructed. One lane of Route 44 traffic will be maintained in each direction during all stages. Overhead utility lines will require temporary relocation to provide the necessary clearance for installation of the precast culvert sections. The Level 3 fiber optic utility line current attached to the downstream headwall of the culvert, and any other underground utilities at the site will require temporary relocation.

Right-of-way impacts associated with the proposed project are anticipated along the downstream area of the bridge to allow the contractor sufficient access for equipment and materials.

Construction is anticipated to begin in spring 2021 based on the availability of funding. The estimated construction cost for this project is approximately $ 1.25 million. This project is anticipated to be undertaken with 100 percent State funds.

The Public Information Meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.

The meeting facility is ADA accessible. Language assistance may be requested by contacting the Department’s Language Assistance Call Line (860) 594-2109. Requests should be made at least 5 business days prior to the meeting. Persons with hearing and/or speech disabilities may dial 711 for Telecommunications Relay Service (TRS) and must instruct the operator to contact (860) 594-2243. Language assistance is provided at no cost to the public and efforts will be made to respond to a timely requests for assistance.

Plans of the proposed project will be on display for public review. Department personnel will be available during the meeting to discuss this project. More detailed information is available at the Department’s Office of Engineering, 2800 Berlin Turnpike, Newington, Connecticut, Monday through Friday between the hours of 8:30 a.m. and 4:00 p.m., excluding holidays.
