PURA: Virtual Public Listening Session on Performance Based Ratemaking – March 16

The state’s Public Utilities Regulatory Authority (PURA) is tasked with regulating the rates and services of Connecticut’s energy utility and telecommunication companies. As part of their work, the agency is investigating different systems to help increase efficiency for customers while also reducing costs.

Two years ago, the governor signed PA 20-5 that requires PURA to establish a Performance Based Ratemaking (PBR) framework that “contain standards and metrics to measure how EDCs perform in meeting objectives in the ratepayers’ interest or the public’s benefit.”

These objectives may address the following, including:

safety, reliability, and emergency response;
cost efficiency, affordability, and equity;
customer satisfaction and municipal engagement;
resilience; and advancement of state environmental and policy goals (e.g., the state’s greenhouse gas reduction goals or goals included in the state’s Integrated Resource Plan (IRP) or Comprehensive Energy Strategy (CES))

PURA: VIRTUAL PUBLIC LISTENING SESSION ON PERFORMANCE BASED RATEMAKING

The Public Utilities Regulatory Authority (PURA) announced a public listening session regarding performance based ratemaking, which PURA is currently exploring in Docket No. 21-05-15.

A live public listening session will be held via Zoom on March 16, 2022 at 6:30 p.m.

Established via Public Act 20-5, performance based ratemaking has the potential to significantly alter the manner in which electric rates are set for Connecticut customers. OCC encourages all electric customers to participate and provide their perspective and obtain additional relevant information. All public comments will become an official part of the record and assist OCC, PURA, and other stakeholders in this matter. A subsequent Stakeholder Workshop will be held on April 5, 2021.
