Next Steps for Reopening
May 20th marked the start of Phase One of the state’s efforts to re-open with restaurants, retailers, small businesses, museums and zoos reopening in the safest ways possible. During this phase businesses will have to comply with sector rules and undergo a self-certification process. Detailed guidelines for businesses and customers are available online at the Department of Economic and Community Development.
Governor Lamont announced that hair salons and barbershops, initially scheduled to be part of the May 20th reopening, will be able to open on June 1st.
Earlier this week, Governor Lamont outlined what future phases of reopening will look like. The details have been made available for the second and third phases of the state’s reopening process. While subject to change, some key dates are as follows:
- June 20 –Youth Sports, Gyms, Public Libraries, Outdoor Amusement Parks, and Other Services
- June 22 – Summer day camps can open
- July 6 – K-12 summer school begins
Connecticut Business Reopening and Recovery Center

The website is a one-stop resource for information on coronavirus-related business restrictions, business assistance and relief, licensing and permit guidance, employee support and more.
Enjoying the Outdoors
As the weekend approaches and the weather warms up, it is very important to remember our safety guidelines to limit the possibility of COVID-19 flare ups. Please review this statement from DEEP Commissioner Katie Dykes on how to enjoy Connecticut’s state parks and trails safely. I encourage you to try and find a less-traveled path and as you explore our state you can refer to this website to ensure the destination you are headed to is open. Strict capacity guidelines will be enforced to limit the gatherings of larger crowds.
Equestrian facilities
The Department of Agriculture has issued guidance for equestrian faculties regarding barn use by staff and clients, including boarders, safety precautions to protect employee health, private and semi-private riding lessons, trail guidance and more.
According to the published guidelines: The following equine-related activities are not included in phase one of the reopening plan and as such, shall not be conducted at this time.
- Organized competitions/events, including horse shows, rodeos, and competitive trail rides/endurance
- Pony birthday parties
- Day camps
- Pony rides
- Hired carriage rides
Or any other activity that threatens the 6’ space requirement, unless specifically named.
Camping
The Department of Public Health recently published guidelines for private family campgrounds to operate during phase one of reopening. However, camping at State Parks and Forests will be postponed until June 12, unless a further delay is required. All campground reservations that were made for stays prior to June 12th will automatically be cancelled and refunds will be processed.
