Update from the Department of Labor (DOL)
Today DOL announced that they will begin accepting applications for Pandemic Unemployment Assistance (PUA), which will provide assistance for self-employed applicants. Earlier this week, the department announced that they have begun processing the extra $600 payments as part of the Federal Pandemic Unemployment Compensation (PUC) program. The payments will be made retroactive to March 29th.
Paycheck Protection Program
Last week, the federal government enacted a new stimulus package that includes additional funding for the Paycheck Protection Program (PPP), which provides direct loans to small businesses struggling during the COVID-19 outbreak. The Small Business Administration (SBA) will forgive these loans if all employees are kept on the payroll for eight weeks and the money is used for payroll, rent, mortgage interest, or utilities.
Interested businesses can apply for PPP loans through their bank, credit union, or Farm Credit System institution that is participating.
Local Food Security
During the Monday briefing from Governor Lamont, administration officials discussed food security and the local supply chain. The CT Organic Farming Association and the Department of Agriculture (DOAG) have partnered to expand the online list of open farmer’s markets and farm stands across the state. Visiting a local farm stand is a great way to support sustainable agriculture and support the local supply chain. Make sure to maintain appropriate social distancing.
Information and Summaries of Executive Orders
The non-partisan Office of Legislative Research (OLR) has produced four reports summarizing executive orders issued by Governor Lamont, the reports cover Business, Labor and Housing, Health and Human Services, Education and Child Care, and finally State and Local Government Operations and Elections. OLR has also produced reports on specific topics such as tax filings, student loans, and regulatory changes due to the coronavirus outbreak.
Daily Updates
The state continues to post daily updates on the number of cases and hospitalizations due to the coronavirus outbreak. As of 4pm, April 29th, 94,818 tests have been administered, there are 26,767 confirmed cases and 1,691 current hospitalizations. In recent days the number of hospitalizations has decreased and the number of new cases has begun to slow.
