Cooley Votes To Provide Relief to Totally Disabled Veterans

Posted on April 30, 2024

HARTFORD- State Rep. Francis Cooley (R-22) supported a bill which provides financial relief to veterans who have lost their income earning capacity due to their permanent and total disability on Monday in the House of Representatives.

Rep. Cooley said, ” Given the incredible contributions and sacrifices made by these brave veterans, made for the greater good of our society, this bill will alleviate that burden for permanently and totally disabled veterans in our state.”

The legislation, HB 5491, An Act Establishing a Property Tax Exemption for Veterans Who Have a Service-Connected Permanent and Total Disability Rating, creates a property tax exemption for a primary residence or motor vehicle for each veteran who has a permanent and total disability rating.

To qualify for the exemption, the former service member must have served in the U.S. Army, Navy, Marine Corps, Coast Guard, Air Force, or Space Force; reside in this state; and file for the exemption with the town assessor as the bill requires. The exemption may be transferred to a service member’s spouse or minor children in certain circumstances.

Currently, 39 states currently exempt or provide significantly greater tax relief to their 100% disabled veterans.

The bill now moves to the State Senate for further debate and a vote. The legislative session ends midnight Wednesday on May 8th.
