Rep. Carney Opposes ECS Cuts in a Letter to Governor Malloy

Dear Governor Malloy,
While I applaud your efforts at creating a budget that confronts realistic deficit projections, I must express my concerns regarding your proposal to zero-out Education Cost Sharing (“ECS”) grants to 28 communities, including all four towns I represent – Lyme, Old Lyme, Old Saybrook, and Westbrook.
My four communities consistently have some of the best and brightest students in the state, many of whom have continued their education within the State of Connecticut. For example, in 2015, the valedictorians from Region 18 (Lyme and Old Lyme) and Westbrook and the salutatorian from Old Saybrook chose the University of Connecticut, which is a strong indication that they will want to have careers, start families, and invest within our great state. Great education is one area where we thrive and many who live to the 23rd District do so because of it. Numerous citizens in the 23rd are on the brink of leaving Connecticut and this could be the final straw – especially if local property taxes go up due to these cuts.
I implore you not to turn your back on the children and the taxpayers of my district and respectfully request you amend your budget and eliminate these cuts. The taxpayers of my district provide a lot to this state and already get very little in return. Without us, Connecticut’s deficit would be much, much higher. If these cuts are enacted, then it would be only fair that you request that some of the costly unfunded educational mandates be eliminated.
I appreciate your consideration of this request and I urge you to reconsider these proposed cuts and focus on real structural changes like pension reform. Regardless of whether they will actually happen, these proposed cuts send a terrible message.
