A New Opportunity: CT’s Autonomous Vehicle Program

HARTFORD – State Representative Christie Carpino (R-32) introduced a concept to the legislature that would provide an opportunity for all Connecticut residents to gain greater independence. Specifically, her idea promotes the study and safe use of autonomous vehicles (AVs).

“Autonomous vehicles are an opportunity to increase the independence of those with physical challenges who are unable to operate a traditional motor vehicle. The industry also has the potential to be a major economic driver and future employer here in Connecticut,” said Carpino. Rep. Carpino introduced the bill after learning about the struggles of one of her constituents. “Karl has a physical difficulty that prevents him from driving. The inability to drive prevents him from utilizing his education and obtaining a job. Technology presents an opportunity for people like Karl to access reliable transportation and enhance their futures.”

The legislation establishes a pilot program to allow manufacturers and fleet service providers to test vehicles that are entirely autonomous. All municipalities will have the opportunity to apply for the 4 pilot program slots.

Additionally, the bill creates a task force that has been charged to study the overall use and impact of AVs, as well as evaluating the pilot program. The task force will take their findings into consideration and produce legislative recommendations, which will be reviewed by the General Assembly.

“An incremental approach will ensure Connecticut has a sustainable program that balances legal implications, public safety concerns, and technological challenges,” concluded Rep. Carpino.

The bill has passed both the Senate and House of Representatives and now awaits action by the Governor.
