Reddington-Hughes’ Agri-Tourism Study Bill Considered by Insurance Committee

Hartford – The legislature’s Insurance & Real Estate Committee held a Public Hearing on Tuesday afternoon to consider several pieces of proposed legislation. State Rep. Karen Reddington-Hughes (R-66) testified before the committee in support of one of her proposals, H.B. 5462 An Act Requiring a Study of Civil Liability Protections for Farmers Offering Agri-Tourism Activities in the State.

 “It’s encouraging that there is an increase in visits to local farms and we want to support that enthusiasm, but the owners have expressed their concerns about certain risks that are inherent in walking the grounds of a working farm,” said Reddington-Hughes.

Tourism is a major economic driver, especially in Connecticut’s more rural communities. Farms offer a unique experience to people of all ages interested in learning about crops, crafts, and animals. Farmers, however, are cautiously optimistic about a spike in agri-tourism.

“Many farmers have told me their visitors can be subjected to uneven ground, wildlife, domestic animals, and equipment. Many of which are uncontrollable. If farmers become liable for all these variables, I fear that many farms will be less likely to have people visit their businesses,” Reddington-Hughes said.

The legislation calls for a study of the risks associated with visiting farms. The study’s findings would help the legislature craft future legislation to assist farmers in hosting visitors to their farms.

The committee has until March 21, to consider testimony and make any changes to the bill. Reddington-Hughes is hopeful that the committee will take favorable action before the deadline.
