HARTFORD—State Representative John Piscopo (R-76) voted against a transportation resolution during Special Session on Tuesday, December 8, which was called by the governor in an attempt to create a Constitutional Transportation Lockbox and fix the state’s $350 million budget deficit.

A Constitutional Transportation Lockbox would ensure that revenues from gasoline and other taxes would be used solely for projects relating to transportation. However, Piscopo stated that this resolution is only a means to deceive the public and does not actually protect transportation funding.

“I understand the intent, but when you read the language of the bill, it is evident that the loopholes contained within it still allows for taking the funds and using them for other purposes. This legislation does not go far enough to protect funds reserved for transportation items as the general public is being led to believe,” said Rep. Piscopo.

The resolution passed with a simple majority of 100-40 and will need to be voted on again in 2017. If it passes with a majority at that point it will go on the ballot in 2018, assuming that it passes on the ballot it then would become constitutional.
