I wish to inform you that on October 1, 2014, the Connecticut Office of the Public Records Administrator released Public Memorandum 102, Filing of Military Discharge Documents. This memorandum allows veterans to officially file DD214’s, which are military Certificate of Release forms, containing electronic certified signatures at their town halls.
Prior to this, veterans were required by the state to provide town halls with DD214’s that contained physical signatures or ones were legally notarized.
Additionally, Connecticut offers local veterans an incentive to file their DD214’s with their town clerks—depending on town regulation, these veterans are eligible to receive decreased property tax rates. Streamlining the filing process will increase the access to this potential incentive.
