Legislative Update: Key Proposals for 2025

Legislative Update: Key Proposals for 2025
This article was archived from the previous WordPress site. Formatting and media should be close, but may not match the original post perfectly.

As the 2025 Legislative Session gets underway, committees are already reviewing thousands of bill proposals. Among the many pieces of legislation being considered, I’m proud to share some of the proposals I’m working on this session to make a meaningful difference for our community and state.

    Repealers:

This session, I’m focused on eliminating burdensome taxes and improving financial relief for residents. Some of the key repealer bills I’ve introduced include:

    • B. 5406 – AN ACT ELIMINATING THE HIGHWAY USE TAX
This bill aims to eliminate the highway use tax, offering relief to businesses and consumers who are impacted by this additional cost.
    • B. 5407 – AN ACT CONCERNING THE SALES AND USE TAXES IMPOSED ON MEALS SOLD BY EATING ESTABLISHMENTS, CATERERS, OR GROCERY STORES
With this bill, I’m looking to reduce the financial burden on families and businesses that rely on local dining and grocery services by addressing the sales and use taxes on meals.
    • B. 5408 – AN ACT ELIMINATING THE QUALIFYING INCOME THRESHOLDS FOR THE PERSONAL INCOME TAX DEDUCTIONS FOR SOCIAL SECURITY BENEFITS
Social Security benefits are vital for many residents, and this proposal would eliminate the income thresholds that currently limit access to personal income tax deductions for these benefits, providing more financial relief for seniors.

    Energy Proposals:

In addition to tax-related initiatives, energy policy is another important area I’m focusing on this session. These proposals seek to improve energy regulations and reduce unnecessary burdens on both businesses and consumers:

    • B. 5397 – AN ACT REQUIRING LEGISLATIVE APPROVAL FOR COMPONENTS OF THE COMBINED PUBLIC BENEFITS CHARGE
This bill would require legislative approval for components of the combined public benefits charge, providing more transparency and oversight in how these charges are determined.
    • B. 5395 – AN ACT REMOVING REFERENCE TO CALIFORNIA LAW IN ENERGY CONSERVATION, AIR POLLUTION OR EMISSION STANDARDS IN THE STATE
This proposal seeks to remove references to California law in energy conservation and environmental standards in Connecticut, ensuring our state sets its own standards based on our unique needs and circumstances.
    • B. 5393 – AN ACT CONCERNING THE REMOVAL OF THE PUBLIC UTILITIES REGULATORY AUTHORITY FROM THE DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION
This bill aims to improve the efficiency and independence of our regulatory oversight by removing the Public Utilities Regulatory Authority (PURA) from the Department of Energy and Environmental Protection (DEEP), allowing for more focused attention on utility regulation.

These are just a few of the proposals I’ve introduced this session. To explore all the bills I’m working on, you can view my full list of proposed legislation here.

I’m excited to continue working with my colleagues to address the needs of our community, and I look forward to keeping you updated on the progress of these bills as the session unfolds!
