HARTFORD – State Representative Tammy Nuccio (R-53) co-sponsored Senate Bill 45 “An Act Concerning the Learn Here, Live Here Program,” which would provide incentives to Connecticut graduates of public or private high schools or graduates of higher education institutions to buy a first home in state.

The Learn Here, Live Here Program was first passed into law over a decade ago but has struggled with funding and awareness. This legislation would require the Department of Economic and Community Development to work with the Department of Revenue Services and the President of Connecticut State Colleges and Universities to establish the program and provide incentives of up to $2,500 to graduates buying their first home.

“For many years our state has struggled to retain residents, especially young professionals,” said Rep. Nuccio. “There is a lot of work to do to make our state a competitive destination. This legislation would offer an incentive for graduates of Connecticut high schools, universities, colleges, technical schools and other higher education programs to build their lives here.”

The bill specifies funding of up to $5 million to set up the program and provide incentives to eligible graduates.

The proposal also received favorable written testimony from the Connecticut Realtors Association arguing, ” It’s imperative to Connecticut’s future to keep our state-educated talent here, especially as many jobs have evolved to provide remote options and as all businesses struggle to find employees. This is an important incentive towards that goal, and we urge you to support its funding.”

The proposal was approved by the committee with bipartisan support passing 21-2, it will continue to move through the legislative process and can be tracked using the General Assembly website www.cga.ct.gov.
