Rep. Joe Hoxha Votes ‘No’ on HB 5002, Criticizes State Overreach and Ineffective Homelessness Measures

Hartford, CT – State Representative Joe Hoxha (R–78th District) cast a decisive “No” vote on HB 5002, a sweeping housing bill that he contends undermines local control and fails to provide meaningful solutions to homelessness.
“This is government overreach, plain and simple,” said Rep. Hoxha. “Hartford is trying to dictate what our neighborhoods should look like, without listening to the people who actually live there. Zoning decisions should be made by local leaders who understand the unique needs of their towns, not forced through by a one-size-fits-all mandate from the state.”
HB 5002, titled “An Act Concerning Housing and the Needs of Homeless Persons,” encompasses various provisions, including mandates on zoning, transit-oriented development, and homelessness initiatives. However, Rep. Hoxha argues that the bill’s approach to addressing homelessness is superficial.
“This bill is intended to combat homelessness, but it does almost nothing to actually help those experiencing homelessness,” said Rep. Hoxha. “Instead of real solutions, it calls for building showers and laundry facilities as if that’s a substitute for comprehensive support services, mental health care, or transitional housing. It’s window dressing—and it won’t fix the problem.”
Rep. Hoxha emphasized the importance of local decision-making in addressing housing and homelessness issues.
“This bill treats every town in Connecticut the same, and that just doesn’t work.” Rep. Hoxha said.
