    Last night, Governor Lamont announced Executive Order 7BBB which requires travelers or visitors from certain states with high infection rates to self-quarantine for two weeks upon arrival in Connecticut.

    The order also makes changes to the presidential primary process, child care and day camp procedures and to commercial pesticide operations.

    Executive Order No. 7BBB enacts the following:

    Self-Quarantine by Travelers from States Experiencing High Infection Rates. The Commissioner of the Department of Public Health shall issue a travel advisory, effective at 12:01 a.m. on June 25, 2020, which shall be communicated widely at all major points of entry into Connecticut, including on highway message boards and in all Connecticut airports, that:

    • All travelers entering Connecticut from a state with a positive test rate higher than 10 per 100,000 residents, or higher than a 10% test positivity rate over a seven-day rolling average, shall self-quarantine for a period of 14 days. The Commissioner may issue additional protocols for essential workers, or for other extraordinary circumstances, when a quarantine is not possible, provided such measures continue to safeguard the public health. The criteria and protocols will be coordinated with New York and New Jersey in order to ensure that the tri-state area is protected from community transmission of COVID-19, while permitting free travel between and among the states.

    *In Connecticut during the early months of this pandemic, it became increasingly clear that it would be necessary to track probable COVID-19 cases and deaths, in addition to laboratory-confirmed (RT- PCR) cases and deaths. This was needed to better measure the burden and impact of this disease in our communities and is now part of the national surveillance case definition for COVID-19. Probable cases of COVID-19 involve persons who have not had confirmatory laboratory testing (RT-PCR) performed for COVID-19, but whose symptoms indicate they are likely to have a COVID-19 infection. In Connecticut, most of the probable COVID-19 cases involve persons whose death certificates list COVID-19 disease or SARS-CoV-2 as a cause of death or a significant condition contributing to death. Prior to June 1, probable and confirmed cases were reported together.
