    WALLINGFORD — The Home Care Association of America (HCAOA) held its Annual Connecticut Conference today at the Hilton Garden Inn in Wallingford, drawing home care professionals and stakeholders from across the state. The conference featured a key panel discussion focused on the urgent need for a sustainable Medicaid rate increase for home care services.

    Titled “Achieving a Sustainable Medicaid Rate Increase for Home Care,” the panel included State Representative Jay Case (R-Winsted), State Senator Jason Perillo (R-Shelton), and Marie Allen, CEO of the Southwestern Connecticut Agency on Aging & Independent Living.

    The panelists emphasized a holistic approach to reforming Medicaid — one that goes beyond funding and tackles public education, cost-of-living challenges, and legislative engagement.

    “Home care is an essential lifeline for many of Connecticut’s most vulnerable residents,” said Rep. Jay Case. “We need to ensure that Medicaid reimbursement rates reflect the true cost of care and support both providers and the individuals they serve.”

    Marie Allen added perspective from the provider and aging services community, highlighting the growing demand for home-based care and the strain placed on agencies and caregivers under current Medicaid reimbursement structures.

    During the event, Rep. Jay Case was presented with the Outstanding Leadership Award by HCAOA in recognition of his continued advocacy and commitment to supporting Connecticut’s aging population and the home care industry. The award celebrates legislators who have demonstrated exceptional leadership in advancing policies that strengthen home- and community-based services.

    The conference brought together industry leaders, legislators, and advocates to explore practical solutions for ensuring Connecticut’s home care system can meet current and future demands.
