As the state House of Representatives continued its long hours leading up to adjournment on May 9th, Deputy House Republican Leader Vincent Candelora (R-86)offered an amendment to a bill concerning Regional Councils of Elected Officials which would have essentially halted the practice of incurring costs and obligations to the state budget for a fiscal year which has already concluded. “The legislature has long engaged in the deceptive budget tactic of hiding increases or expenses by encumbering them on the previously concluded fiscal year after the fact,” said Rep. Candelora.  “While we are facing a nearly $300 million budget deficit and a lower credit rating, so it is important to have an honest account of what is truly happening.  This amendment would have made the process at least a little more transparent.”  The amendment to HB 5154, LCO# 4763 failed on a strictly party-line vote of 92-52.
