    HARTFORD – Rep. Mitch Bolinsky (R-106) testified before the legislature’s Environment Committee on Friday on a bill that addresses the uncontrolled spread of running bamboo in Newtown and all of Connecticut.

    While Rep. Bolinsky said he supports the concept of the legislation, Senate Bill 79, An Act Clarifying Provisions of the General Statutes Regarding the Use of Properly Installed and Constructed Barrier Systems for Certain Plantings, he suggested that the committee make two clarifying changes to the proposal’s language to bring sharper definition to the existing law.

    “In its current form, this bill does nothing to clarify enforcement and responsibilities, leading local governments to avoid taking appropriate action,” said Rep. Bolinsky. “This essentially pits neighbor against neighbor, forcing innocent land owners into the uncomfortable or unaffordable position of having to bring independent legal action to protect their property and their home’s market value from the invasive spread of running bamboo.

    “We owe it to offended property owners to have a reasonable recourse to a problem that they did not ask to have.”
