New Laws – Effective July 1st

New legislation effective dates are typically January 1st, July 1st, and October 1st throughout the calendar year. As we welcome the dog days of summer, here is a summary of the new laws from the 2019 Legislative Session that have become effective on July 1, 2019.

These new laws, including the newly signed state budget, may have an impact on you, your business, or our community. I have highlighted a handful of noteworthy new laws below and encourage you to take a look at the full list, which can be accessed by clicking here.

• AN ACT ADDRESSING OPIOID USE
  • This new law, PA 19-191, makes improvements to existing pharmaceutical regulations to prevent and treat opioid use disorder. For a summary, click here.
• AN ACT CONCERNING TRANSITIONAL SERVICES FOR CHILDREN WITH AUTISM SPECTRUM DISORDER
  • This new law, PA 19-49, ensures that persons with autism spectrum disorder qualify for services from the Department of Developmental Services and are eligible for Medicaid coverage despite family earnings. For a summary, click here.
• AN ACT COMBATTING SEXUAL ASSAULT AND SEXUAL HARASSMENT
  • This new law, PA 19-16, enhances harassment training; extends the statute of limitations for sexual abuse, exploitation and assault; better protects mentally incapacitated persons; and extends the statute of limitations for sexual assault crimes and risk of injury to children offenses. • AN ACT PROMOTING CAREERS IN MANUFACTURING TO PUBLIC SCHOOL STUDENTS AND ESTABLISHING A TASK FORCE TO STUDY THE DEMAND FOR CAREER AND TECHNICAL EDUCATION TEACHERS

• AN ACT CONCERNING THE DEPARTMENT ON AGING AND DISABILITY SERVICES AND MEALS ON WHEELS
  • This new law, PA 19-157, this new law increases the reimbursement rate for meals-on-wheels providers under the Connecticut Home Care Program for Elders. It also requires the state to develop recommendations on collecting and analyzing data on patient malnutrition to improve quality of care. For a full summary, click here.
