Rep. Aniskovich Co-Introduces Bill to Assist Killingworth Community

Posted on February 6, 2023

HARTFORD – A bill State Representative Chris Aniskovich (R-35) has co-introduced this legislative session to help Killingworth residents who reside in the Beachwood Community will receive a public hearing.

The proposal, HB-6589, An Act Concerning Rent Stabilization in Mobile Manufactured Home Parks, would prohibit an owner of any mobile manufactured home park from increasing rent by more than four per cent plus the consumer price index on an annual basis or during a declared public health emergency and one year following the expiration of such emergency.

After an ownership change, the residents of this 55-plus community were caught off-guard Rep. Aniskovich said when they were notified that their lot fees would be increased, some of which were as high as 9%. While the residents weren’t against the increases as a whole, the percentage in which they were going to go up would make it extremely difficult for many living on fixed incomes to remain in the park.

“I appreciate the residents who reached out to make me aware of this situation,” Rep. Aniskovich said. “The residents knew there would be some increase in their lot fees, but they became concerned when those increases exceeded what they had initially expected. This bill proposal takes into consideration the need for management increases necessary to maintain the property while also providing protection for the residents of this 55-plus community. We believe this bill is a good starting point for constructive dialogue moving forward.”

The Housing Committee is scheduled to hold a public hearing on this bill Thursday, but it may be postponed due to the House of Representatives being in session.
