HARTFORD- In a bi-partisan, unanimous vote to provide fuel assistance to low income families across Connecticut, State Rep. Lezlye Zupkus (R-89) supported this year’s Low Income Home Energy Assistance Plan in the Appropriations committee today.

During a joint meeting of the Appropriations, Energy, and Human Services committees, Zupkus voted unanimously for the federal block grant LIHEAP (Low Income Home Energy Assistance Plan) that helps low income households cover the costs of deliverable fuels.

The Department of Social Services is expecting the federal government allocation plan for the FFY 2020 LIHEAP program for $75.3 million through Continuing Resolutions and includes an estimated $6.5 million in FFY 2019 LIHEAP carry-forward funds and $550,000 in LIHEAP vendor refunds for a total budget of $82.4 million. The $6.5 million in carry-forwards from last year was due to a warmer than usual winter, while the $550,000 is for the vendors that perform weatherization of Connecticut homes.

According to the Department of Social Services 82,000 Connecticut families were eligible to receive heating assistance last winter.

“I was proud to support an energy assistance plan that provides our most vulnerable state residents with funds for essential heating needs. This is an important and indispensable program that provides thousands of state residents and families with heat for the cold winter months,” said Rep. Zupkus.

Community Action Agencies statewide began accepting applications for next winter’s Connecticut Energy Assistance Program on August 1, 2019.  We encourage families and individuals who need help affording home-heating costs to apply as early as possible.

To apply, you’ll need to make an appointment with a Community Action Agency (CAA) or affiliated organization in your area.  To find your CAA and more information about where to call and apply, click here.

The first fuel delivery available for coverage under the program is November 13, 2019 and the last day to submit deliverable fuel bills is May 29, 2020. Basic Benefits are determined based on income, household size, vulnerability and liquid assets. Vulnerable households and households with the lowest incomes receive the highest awards.
