HARTFORD — State Rep. Lezlye Zupkus talked to roughly 70 Bethany Community School fifth graders Thursday about the legislative process. The students, on a field trip to the Capitol, heard from a variety of speakers and learned how a bill becomes a law. Zupkus, who represents the 89th District that serves Bethany, Cheshire, and Prospect, described legislation created in response to a court case that could drive up insurance costs for horse owners.
