Thank you for wanting to learn more about the bills YOUR legislators are considering during the 2023 Legislative Session! I encourage you to contact your legislators and participate in public hearings so that we can continue to move Connecticut in the right direction. Your voice matters!
Below, I have compiled a list of bills that have been proposed this session, whether or not they have been considered for the House floor, or killed during a vote by a legislative committee. These bills represent the priorities of your state government and I encourage you to subscribe above for email/text updates on the future of these bills and other state updates!
The Good:
- Family Health and Education
- HB 5268 – Establishes a virtual school for students unable to attend in person
- HB 5270 – Encourages parental involvement in curriculum decisions
- HB 5354 – Require parental consent for children’s mental health services
- HB 5274 – Require public hearings for any new state curriculum changes
- Crime
- HB 5335 – Requires domestic violence murderers to serve a life sentence without release
- HB 5337 – Enhance penalties for crimes committed with stolen vehicle or firearm
- HB 5338 – Juvenile Justice Reform
- Police
- HB 5363 – Create an account to support families of fallen officers
- HB 5361 – Removing unnecessary restrictions on police officers and their investigations
- Affordability
- HB 5290 – Repealing the Highway Use Tax
- HB 5310 – Reduce income tax from 5-4%, for middle-class families
- HB 5294 – Repeal taxes/fees that cost more to collect than they generate
- Miscellaneous
- HB 5326 – Returns local control to municipalities in the affordable housing process
- HB 5692 – Require quasi-public agencies to abide by transparency and ethics standards
- HB 5285 – Provides more transparency, affordability, and accessibility in utility costs and use

- HJ 12– Grants Illegal immigrants the right to vote
- HB 5702– Allows Inmates to Vote
- HB 5704– Mandatory Voting —- With Fines if you don’t Vote
- SB 244– Politically motivated bill that strips voting rights from certain groups, but not others
- HJ 19– Lowers voting age to 16
- Property Rights
- SB 909– “Right to Housing” for undocumented immigrants
- HB 6593– Removes Local Control of Zoning
- HB 6109– Prevents landlords from using background checks
- SB 138– Strips away property rights from landlords
- Parental Rights
- HB 5480– Allows children to be vaccinated without parental consent
- HB 6396– Excludes parents from testifying when they disagree with topics taught in schools
- Medical Freedom
- SB 96– Forced organ donation of helmetless motorcyclists involved in fatal crashes
- SB 39– Automatically makes drivers organ donors
- Taxes
- HB 5422– Create a wealth tax
- HB 5653– Ammunition tax
- HB 5657– 5 percent surcharge on capital gains
- HB 5662– Increase the corporation business tax
- HB 5661– Statewide property tax on commercial & residential property
- SB 774– Increase marginal tax rates, enact capital gains surcharge
- SB 776– Enact statewide property tax on certain residential properties

- HB 6491– Pushes the replacement of gas stoves
- HB 5323– HUSKY health benefits for illegal immigrants
- SB 818– Forms a reparations task force
- HB 5520– Hiring more tax enforcement agents to increase audits of citizens
- SB 229– Pays workers unemployment after they choose to go on strike
