HARTFORD – State Representative Tami Zawistowski (R-61) applauded the committee approval of HB 5362 “An Act Requiring Public Comment Periods at Public Agency Meetings.” The legislation would create public comment openings at every public agency meeting that is open to the general public.

“This measure would provide greater transparency and opportunities for citizens to participate in their government,” said Rep. Zawistowski. “Public comment is a vital tool for all levels of government and helps agencies make the best decisions using all information available. This commonsense measure would codify a common practice and enshrine the public’s right to comment on government agency proceedings.”

Exceptions to the requirement include executive sessions that are not open to the public.

The government watchdog non-profit Yankee Institute submitted written testimony supporting the legislation noting, “Besides being a central tenet in representative democracy, guaranteeing public participation would potentially benefit municipalities financially. Members of the public, especially in a state as numerate as Connecticut, can spot costly errors and provide other input that improves outcomes. This ability to contribute to governmental processes should be guaranteed in statute.”

The measure attracted bipartisan support and received the unanimous support of the Planning and Development Committee. The bill awaits further action by the General Assembly, to track the legislation visit www.cga.ct.gov.
