Updates Regarding COVID-19 – April 3rd

I hope this message finds you safe and well. Together, we continue to find our daily schedules hindered by COVID-19. We must however continue to implement strategies to stop the spread of this virus.  Social distancing, washing our hands consistently and staying at home are the best means for curtailing the spread of COVID-19. Please do your best to stay home and follow these guidelines which are more critical now than ever before.

I encourage everyone to read the House Republican policy proposals for Governor Lamont to consider additional measures to assist with small businesses, health care workers and employees during this time. Those proposals can be found here.

60-day grace period for premium payments, policy cancellations, and non-renewals of insurance policies:

Beginning on April 1, 2020 for a period of 60 days, no insurer in Connecticut – including life, health, auto property, casualty, and other types – may lapse or terminate a covered insurance policy because a policyholder does not pay a premium or interest during this time.

This grace period is not automatic. To be eligible, affected policyholders must provide additional information acceptable to their insurance carriers.

Access Health CT Extends New Special Enrollment Period For the Uninsured

The new deadline for uninsured Connecticut residents to enroll in health insurance plans through Access Health CT is extended until Friday, April 17, 2020

  • The Access Health CT New Special Enrollment Period has been extended through Friday, April 17, 2020 for uninsured Connecticut residents to enroll in a health insurance plan.
  • The only way to sign up for this New Special Enrollment Period is by calling 1-855-365-2428.
  • Individuals who experience a Qualifying Life Event, such as loss of coverage due to job change or job loss, can ALWAYS enroll online and all help is free.
  • Customers that are recently unemployed and lost health insurance due to job loss, need to verify information or have questions about IRS 1095 tax forms, can visit AccessHealthCT.com for faster service.

Mortgage Payment Relief Policy

In an effort to relieve financial burden during the COVID-19 crisis, over 50 credit unions and banks have committed to a Mortgage Payment Relief policy. The 50 participating credit unions have committed to the following relief plans:

  • 90-day grace period for all mortgage payments:
  • Relief from fees and charges for 90 days:
  • No new foreclosures for 60 days:
  • No credit score changes for accessing relief:

Extension of deadline to file income and expense statement to August 15

This extension allows taxpayers additional time to complete their income and expense statements.

Safe stores mandatory statewide rules

Effective upon the opening of each retail establishment for the first time on April 3, 2020, every retail establishment in the state will be required to take additional protective measures to reduce the risk of transmission of COVID-19 between and among customers, employees, and other persons such as delivery drivers and maintenance people.

Immediately following Governor Lamont’s signing of this executive order, the Department of Economic and Community Development published the Safe Stores Rules on its website,
