Senate Bill No. 2

After hours of debate on Wednesday, S.B. No 2: An Act Concerning Social Equity and the Health, Safety and Education of Children passed the House by a 112-34 vote. S.B. No. 2, known as an “aircraft carrier”, merges several different legislative proposals into one bill. There were several sections of the bill that had merit, which I had previously supported as standalone legislation. However, I could not in good conscience vote for the underlining bill before me because there were too many very disturbing sections including more mandates on school districts and additional attacks on parental rights.
We are seeing a very disturbing trend this legislative session when it comes to children and it seems parents’ rights have been a main focus. There is a section within the bill that would allow a child to receive expanded mental health treatments without parental notification. While I think it is very important for all children to have the ability to obtain medical and mental health treatments, it is equally important for parents to be involved in the decision-making process. We have seen other bills come before us this year that makes it increasingly difficult for parents to obtain information about their children and I simply cannot support legislation that puts up additional obstacles.
In addition, Democrats voted down an amendment that was proposed to require the Department of Education to come up with a plan for children who are prevented from attending school due to the removal of the religious exemption, which was signed into law by the governor last month. If this bill is truly about what is in the best interest for the children of Connecticut, then why aren’t plans in place for these children that are now prevented from attending public and private schools?
