Rep. Lanoue Raises Concerns During Wednesday’s Banking Committee Meeting

On Wednesday, we had a Banking Committee Meeting in which we voted on several bills. One that was particularly concerning to me was S.B. 150: AN ACT ESTABLISHING THE CONNECTICUT INFRASTRUCTURE AUTHORITY. Clearly, I could see where this legislation was going and I needed to stand up for our District and the residents across Connecticut. Two of my greatest concerns in this legislation is creating an unelected Authority that could, among many other things, threaten individual property rights through eminent domain and the establishment of tolls.

I introduced two amendments to prohibit the use of eminent domain and tolls by this Authority. Though the bill did not specifically use the words “eminent domain” it did use the word “acquire” as an ability to obtain real and personal property. Also, this bill references “fees and charges”, something that always gets my attention. When I asked one of the proponents of the bill about these fees I was told, for example, “A fee to go over a bridge”, which to me means tolls! In other words, this means an additional tax for the residents of Connecticut that are already shouldering the burden of past, misguided legislation. My two amendments failed and the vote was straight down party lines. My first responsibility is to the people of the 45th District and I will continue to defend their individual property rights and expose legislation that attempts to lead to the re-introduction of tolls in the State of Connecticut.
