    Background Information:

    A bill, H.B. 5040, An Act Establishing an Excise Tax on Ammunition, was proposed this session by a Democratic member of the House of Representatives. As drafted, the legislation would levy an excise tax at a rate of thirty five percent per pound on the gross earnings from the first sale of ammunition. The bill received a hearing before members of the Finance, Revenue, and Bonding Committee on February 27th, 2020. If this bill were to become law, it would directly affect law-abiding citizens wishing to exercise their first amendment rights as well as small business owners who sell ammunition. Rep. Lanoue is strongly opposed to this proposed tax, and believe it is just another attempt by the majority party to take more money out of the pockets of hardworking Connecticut residents.
