Governor’s Budget Recap- the Good, the Bad, the Ugly

Dear Neighbors,
Last week, the Governor presented his budget proposal before a joint session of the House and Senate. I started reviewing the Governor’s budget proposal line-by-line to see how it will impact the 105th District.
Here is the good, the bad, and the ugly proposals in the Governor’s Budget.
Good
Restores Local Capital Improvement Program (LoCIP) funding- an initiative that legislative Republicans have championed.
Sunsets the 20% Corporation Surcharge- Republicans have called for the elimination of this surcharge for years.
Lowers the insurance premium rate from 1.75% to 1.5%, saves insurers $22 million.
Bad
Moves more than $400 million (approximately 1/3) of the cost of municipal school teachers’ pensions onto cities and towns.
Proposes significant changes to the Education Cost-Sharing Grants formula.
PILOT money for hospitals will be eliminated, and towns will be given the option to charge property tax on hospitals.
Increase in Pistol Permit Fees- Renewal fee could go from $70 to $300. New permit applications could increase from $140 to $370.
Ugly
Eliminates the $200 property tax credit that is used by nearly 1 million homeowners.
Cuts funding to Rape Crisis Centers.
Reduces funding for local and district departments of health by 20%.
Eliminates burial benefits for those that need it the most, and the personal needs allowance for elderly in nursing homes.
