Rep. Cheeseman Supports Hydrogen Power Task Force

HARTFORD – During a session of the House of Representatives, State Representative Holly Cheeseman (R-37) advocated for HB 5200 “An Act Establishing a Task Force to Study Hydrogen Power.”

As a co-sponsor of the legislation, Rep Cheeseman noted, “Hydrogen holds incredible potential for powering our future economic development from powering vehicles to powering homes. Locally, in our region L&M Hospital in New London is installing a hydrogen fuel cell microgrid to help provide energy during power outages, reduce energy costs, and emissions. Connecticut and our neighboring states have the potential to become real players in this emerging industry.”

At a public hearing for the proposal in the Energy & Technology Committee the legislation received support from Marissa Gillett Chairman of the Public Utilities Regulatory Authority (PURA) writing, “…Connecticut is well positioned to economically benefit from a future hydrogen economy with several notable Connecticut-based companies offering market-ready technology solutions.”

Support for the bill also came from business associations, energy producers, and academics. Dominion Energy State Policy Director Mary Louise Nuara submitted written testimony explaining the unique ability of plants such as Millstone to provide a cleaner source for hydrogen power, “Most of the hydrogen produced in this country is made via steam-methane reforming, a process that relies on a methane source, such as natural gas, and high-temperature steam. One of the byproducts of this process is carbon dioxide emissions. Electrolysis, on the other hand, uses electricity to split water into hydrogen and oxygen and represents a promising option for clean hydrogen production if paired with a carbon-free electricity source.”

The task force would study regulations and legislation needed to guide the development of hydrogen power, examine incentives and programs created by federal infrastructure legislation, and examine sources for potential clean hydrogen power. The taskforce membership would include industry leaders, utilities, environmental advocates, and regulators.
