Rep. Cheeseman Supports Capping the Price of Insulin

HARTFORD – During a special session of the General Assembly, State Representative Holly Cheeseman (R-37) voted in favor of HB 6003, “An Act Concerning Diabetes and High Deductible Health Plans” on July 23rd, 2020.

The legislation would cap the costs of a thirty-day supply of medically necessary insulin at $25. In addition, the bill would place a $100 cap on a thirty-day supply of all medically necessary supplies and medications.

In written testimony submitted to the Insurance and Real Estate Committee Rep. Cheeseman noted, “Diabetics rely on insulin and the associated testing supplies to maintain the normal blood sugar levels required for a healthy life. Without good blood glucose control those with diabetes are fated to suffer a host of terrible complications –blindness, kidney failure, amputations, and heart disease. I have personal knowledge of the terrible toll exacted by Type 1 diabetes, as I watched my late husband struggle with maintaining good blood sugar control while battling his disease.”

Rep. Cheeseman was an early co-sponsor of the original bill offered during the regular session before the closure of the Capitol due to the coronavirus outbreak.

“This bill ensures that Connecticut will join other states to protect the health and safety and well-being of the thousands of diabetics in our state. It will prevent so much suffering,” said Rep. Cheeseman. “This is a way to save lives, save health and save dollars in the long run.”

The legislation was passed by 142-4 in the House of Representatives and awaits further action in the State Senate. If it is signed by the Governor, the caps will take effect January 1st 2021, other parts of the legislation will take effect October 1st.
