DOT Public Information Meeting (4/2/19) – Culvert Replacement U.S. Route 1

On Tuesday evening on April 2nd the Department of Transportation will conduct a public meeting regarding the replacement of a culvert on Route 1. The meeting will be held at 6:30 p.m. in the East Lyme Town Hall 108 Pennsylvania Avenue, Niantic.

Public Information Meeting – Bridge No. 06676, U.S. Route 1 over unnamed brook in the town of East Lyme

The Department of Transportation (Department) will conduct a Public Information Meeting concerning the proposed replacement of Bridge No. 06676, U.S. Route 1 over unnamed brook in the town of East Lyme.

The purpose of the project is to replace the existing 72-inch wide by 44-inch high asphalt coated corrugated steel plate pipe culvert. The Department proposes to replace the culvert with a 10-foot wide by 5-foot high precast concrete box culvert with precast concrete wing walls.  The structure will remain relatively in the same location and the existing roadway profile will remain unchanged.  The existing underground water main at the site will be maintained, and the existing sanitary sewer line will be relocated further south around the structure.  Aerial facilities will be temporarily relocated further north from the bridge to provide the required clearance for construction equipment.  The Department proposes to install solid concrete parapets with concrete barrier walls on either side of the roadway and guiderail will be attached and extend as required at each approach.

Stage 1 of the project will involve the installation of the water handling facilities and relocation of the existing sewer line using alternating one-way traffic control.  Stage 2 will involve a closure of U.S. Route 1 within the vicinity of the bridge, during which the entire bridge will be removed and replaced.  The detour will direct traffic along U.S. Route 1 and Interstate 95.

There are right-of-way impacts associated with the proposed improvements.  Temporary easements are anticipated along the north side of the bridge to accommodate a temporary staging area for the contractor to perform construction activities.

Construction is anticipated to begin in late summer/early fall 2019 based on the availability of funding.  The estimated construction cost for this project is approximately $1 million.  This project is anticipated to be undertaken with 80 percent Federal Funds and 20 percent State funds.

The Public Information Meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.

The meeting facility is ADA accessible.  Language assistance may be requested by contacting the Department’s Language Assistance Call Line at (860) 594-2109.  Requests should be made at least 5 business days prior to the meeting.  Persons with hearing and/or speech disabilities may dial 711 for Telecommunications Relay Service (TRS) and must instruct the operator to contact (860) 594-2243.  Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance.
