New Laws Effective Oct. 1, 2024

Posted on September 30, 2024

Several new laws will take effect October 1st that could have an impact on you, your business, or our community. I have highlighted some of them below.

An expanded list of those that will take effect on October 1, along with summaries, can be accessed here.

A summary of some new laws include:

VETERAN PROPERTY TAX EXEMPTION

The House unanimously passed a bill to establish a property tax exemption for veterans who have a service-connected permanent and total disability rating as determined by the United States Department of Veterans Affairs. Veterans with this status will have to file the associated paperwork at their town hall.

AQUATIC INVASIVE SPECIES FEE

We took up a bill to fix issues with the 2019 Aquatic Invasive Species (AIS) Stamp bill because it was in violation of federal law. The 2023 fix in HB 6811 decouples the fee collection from the boat registration process and eliminates the two-tiered fee (based on state residency) system. A $7 AIS stamp was created for individuals and a $20 decal for vessels

BAN ON DOG RACING

Dog racing and betting on dog racing becomes illegal in Connecticut Oct. 1. Efforts to ban dog racing have been underway for several years in Connecticut, and the state now joins most other states in the union in banning the practice.

Other major acts include:

  1. AN ACT REQUIRING RESTITUTION WHEN A POLICE ANIMAL OR DOG IN A VOLUNTEER CANINE SEARCH AND RESCUE TEAM IS INJURED OR KILLED
  2. AN ACT CONCERNING AUTHORITY TO DECLARE THAT A FIREFIGHTER, POLICE OFFICER OR EMERGENCY MEDICAL SERVICE PERSONNEL DIED IN THE LINE OF DUTY
  3. AN ACT CONCERNING ONLINE PRIVACY, DATA AND SAFETY PROTECTIONS
