Rep. Bronko Introduces Legislation to Enhance Penalties for Use of Credit Card ‘Skimming’ Devices

HARTFORD – Rep. Seth Bronko, R-Naugatuck, has introduced legislation that would strengthen the penalties against people who are convicted of stealing identities through the use of credit card skimming devices at point-of-sale keypads, such as those found recently at checkout lines in grocery and retail stores.
Rep. Bronko has taken the lead in submitting legislation that would address and help deter criminals who use the devices to steal hundreds of identities from customers. H.B. 6149, which he introduced this legislative session, would increase the offense from a misdemeanor to a Class D felony.
A skimmer is a card reader that can be attached to ATMs and credit card machines that look like the actual card reader and keypad, but are fake. They store stolen credit card numbers and PIN codes, which are used to make counterfeit cards, and are sold illegally on the internet.
“The use of skimming devices is a crime that preys on hardworking families and honest businesses in our community. There must be a strong deterrent and penalty for thieves who ruin the lives of countless people by destroying credit scores, wiping out bank accounts and selling their personal information online. Right now, installing a skimming device and stealing financial information is only a misdemeanor. That needs to change,” Rep. Bronko said. “By strengthening penalties, we send a clear message: Connecticut will not tolerate identity theft and fraud. This legislation aims to help protect consumers, while holding criminals accountable.”
Rep. Bronko crafted the legislation in response to several cases in his district, and nearby, in which skimming devices were used at local stores. Devices were found in Naugatuck at the Walmart on July 17, and the Big Y on June 29. Other devices were placed in Cromwell, Plainville and Prospect, among other towns in Connecticut.
