Rep. Bolinsky Proposes and Testifies on Critical Transportation-Related Legislation

On Monday, I submitted testimony to the Transportation Committee on three legislative concepts I proposed this year. I have pushed these common-sense measures for the last five years because I view them to be vitally important to ensuring the safety of our roadways for all users. They have also had the long-term support of many dedicated constituents, as well as numerous vehicle safety organizations, including AAA, Mothers Against Drunk Driving (MADD), and the National Highway Traffic Safety Administration (NHTSA). First, was HB 5197: An Act Concerning Slowing Down for Garbage Trucks, Recycling Trucks, and Oil and Tank Vehicles. This bill requires motor vehicle operators to slow down when passing a garbage truck, recycling truck, or tank vehicle.

I also submitted testimony on two concepts that, for the first time, were included in the Department of Transportation (DOT) Commissioner’s budget recommendations.

The first concept would prohibit open containers of alcohol in motor vehicles. Currently, Connecticut is one of only 11 states to allow passengers of vehicles other than the driver to possess an open container of alcoholic beverage.

The second concept to be included in the DOT Commissioner’s 2020 budget recommendations would require backseat passengers to wear seat belts. At present, Connecticut is one of less than 20 states with no rear-seat occupant protection requirement.

I urge my colleagues on the Transportation Committee to finally finish the work on these three critical issues and move swiftly to send them to the legislature for a vote.
