    In calling for Special Session to help offset the costs associated with the shut off moratorium, Republicans have offered several solutions, they include:

    Reallocate the remaining end-of-year American Rescue Plan Act (ARPA) funds, allocate the FY24 General Fund surplus of $329.3 million, permanently reduce the Budget Reserve Fund threshold from 18% to 15% to reallocate the difference to ratepayers.
