FRIDAY: Another Public Hearing on Seaside

It has come to my attention that another bill concerning Seaside has been raised by the Legislative Environment Committee. In order to keep you well informed on this proposed legislation, below is a summary of the bill.

Senate Bill (S.B.) 449, An Act Concerning the Disposition of the Former Seaside Sanatorium Facility, would require the issuance of a request for information in order to learn what the highest and best use for the former Seaside Sanatorium facility is while preserving public access to the shoreline area of such property. It specifies that the responding report should include information on the repair and preservation of any seawall on said property in order to allow for public access to not less than one hundred feet landward from the shoreline for the full length of the coastal frontage of said property.

Following receipt of the report, the Commissioner of Energy and Environmental Protection, the Commissioner of Administrative Services, the Secretary of the Office of Policy and Management and the chief elected official of the town of Waterford shall develop a request for proposals based upon such highest and best use and submit such request for proposals to the joint standing committees of the General Assembly having cognizance of matters relating to the environment and state properties for approval.

The Environment Committee will be receiving public comment on this bill at a public hearing scheduled for this Friday, March 16th, at 11:00 a.m. in Room 2B of the Legislative Office Building (LOB) located at 300 Capitol Avenue in Hartford.

If you wish to speak at the hearing, sign-up will take place on Monday at 9:00 a.m. in the First Floor Atrium of the LOB. While your written testimony may be as brief or lengthy as you like, oral testimony will be limited to three minutes.

If you are unable to attend the hearing, you may also email your written testimony in Word or PDF format to ENVtestimony@cga.ct.gov. Testimony received by 3:00 p.m. on Thursday will be available for members of the Committee during the public hearing. Please clearly state your name and the bill number (S.B. 449) in your email. Please know that all public hearing testimony, written and spoken, is public information. As such, it will be made available on the CGA website and indexed by internet search engines.
