Rep. Delnicki Supports Senate Bill 206

State Representative Tom Delnicki (R-South Windsor), voted in favor of S.B. 206, An Act Authorizing Pregnancy As A Qualifying Event For Special Enrollment Periods For Certain Individuals.

The legislation seeks to permit certain pregnant individuals to enroll in a health insurance policy or plan not later than thirty days after the individual’s pregnancy has been certified by a licensed health care provider.

“We do know that prenatal wellness care yields better outcomes for both mother and baby.” said Rep. Delnicki. “This legislation will save taxpayers money on the back end and will lead to healthier more productive children that are able to thrive in our great state.”

Currently, Connecticut residents have the opportunity to enroll in marketplace coverage during open enrollment, or if there is a qualifying life event, such as marriage, divorce, loss of other coverage, or the birth of a child. This bill would allow pregnancy as a qualifying event for special enrollment, period under current rules.

Adding pregnancy to the list of qualifying life events that trigger a special enrollment period allows mothers to access prenatal care, critical to ensuring the health of mother and baby. Prenatal coverage makes sense and can save money by identifying and preventing complications at birth, as well as ensuring a healthy start for the child.

S.B. 206 passed in the House with overwhelming support and is now in concurrence with the Senate. The bill now awaits Governor Malloy’s signature.
