Carpino, Doyle Hail Bi-Partisan Mattabassett Legislation

HARTFORD- In 2011, State Senator Paul Doyle (D-Wethersfield) and State Representative Christie Carpino (R-Cromwell & Portland) today hailed the passage of House Bill 5540 in both the House of Representatives and the Senate.

This bill adds a final touch to the 2011 legislation, which reconstituted the Mattabassett District by adding the city of Middletown as a full voting member. The addition of Middletown means the Mattabassett District now has four members: Berlin, Cromwell, Middletown and New Britain.

During the debate in the House of Representatives on HB-5540, Rep. Carpino, in order to allay concerns of constituents, asked the co-chairman of the Planning and Development Committee if this proposal guaranteed the town of Cromwell an annual $100,000 payment and he answered ‘yes”.

“This legislation clarified the voting rights of all four member towns of the district,” said Sen. Doyle. “I look forward to a bright future for the newly constituted Mattabassett District.”

The addition of Middletown to the district spreads the costs for a required $100 million environmental upgrade over four towns instead of three.

The bill now heads to the Governor for his consideration.
