Rep. Ackert Proposes Bill to Impose Greater Supervision for Teens Living in Group Homes

HARTFORD –State Representative Tim Ackert (R-8) has introduced legislation this session that would require the implementation of more safety and supervision standards in Connecticut group homes.

The legislation, HB-6099, An Act Concerning the Operation of Group Homes Maintained by the Department of Children and Families, would require group homes to adhere to a defined set of rules in order to promote safety and prevent teenagers from engaging in dangerous or possibly criminal activities.

During his testimony in front of the Committee on Children, Ackert said “Connecticut’s group homes must have clearly defined rules, just as there are in any other home, and these rules must be enforced without leniency.” “If the organization responsible for implementing proper oversight proves to be unable to enforce these rules, then it would be deemed necessary to transfer oversight of the group home to another organization.”

Rep. Ackert also recommends the bill include language for the following items:
• The establishment and distribution of hotline contact information for neighbors to log complaints
• Allowing for public input and the opportunity to gather information regarding local group homes
• Specifying age requirements and the personal needs of all residents
• A means to provide notice to neighbors of missing group home residents, outstanding warrants, etc.
• A loss of license or penalty for the managing organization after a certain number of incidents

This proposal is in response to incidents that had occurred where several teens were found breaking into neighboring vehicles and stealing items inside along with residents witnessing individuals doing drugs in the area. The bill now awaits further committee action.
